What is monitor health?

What is monitor health? How can it show "97% success" when there have been no incidents/problems reported?

I'm confused if this is a reflection of downtime or something else. Can you please shed some light?

Thanks for asking :)
That's because in contrary to reports 'monitor health' is currently calculated taking into account each single failed check from any location. So it is more a kind of indication of connectivity quality rather than uptime
